Employer of Record (EOR)

Third party that legally employs workers on your behalf in countries you don't have an entity in.

EORs make it possible to hire anywhere fast without setting up legal entities. They're cost-effective up to ~10 hires per country; past that, your own entity is usually cheaper on a per-employee basis.

The hidden EOR cost is integration debt — payroll, time off, and benefits often live outside your HRIS, creating a parallel record that someone has to reconcile.
