Measured by surveys, retention, internal-mobility, and behaviour. Improved by clear mission, good managers, fair pay, and work people want to do.

Engagement surveys without follow-up action measurably reduce engagement — they signal that asking is performative. The fix is publishing what changed because of survey results, every cycle.
