Headcount Planning

Process of forecasting and approving hires by team and quarter.

Headcount planning is where finance and HR meet. The output is a quarterly roster of approved roles, mapped to budget and growth assumptions.

Mature processes track three numbers per role: approval state (planned / approved / open / filled), backfill vs net-new, and time-from-approval-to-fill. Without those, finance and recruiting argue about the same spreadsheet from different angles.
